Nothing is great but the personal. As civilization advances, the accidents of life become each day less important. The power of a man or woman, his or her greatness and his or her glory, depend on essential qualities. Brains every day become more precious than blood. The Supreme Court ruled that there is no constitutional absolute executive privilege that would allow a president to refuse to comply with a court order to produce information needed in a criminal trial. Is not the man guilty of a high degree of injustice who is more apt to give contradictions than able to bear it? Mercy to a criminal may be gross injustice to the community.
An approach to constitutional interpretation that emphasized the Framers’ original intentions, judicial interpretations of the Fifth and Fourteenth Amendments’ due process clause that protects citizens from arbitrary or unjust laws. Effective administration of public policies depends partly on whether an agency is authorized to use appropriate implementation techniques. Practitioners of policy evaluation are concerned with determine what a policy is actually accomplishing. They may also try to determine whether a policy is being fairly or efficiently administered. In the case of welfare programs, for instance, uncovering evidence of “waste, fraud, or abuse” in their administration has often been of more interest to official evaluates than whether the programs are meeting the needs of the poor.
It is charitable to lend a hand to life those up who come to pluck you down. Social insurance programs operate in a manner somewhat similar to private automobile or life insurance. Contributions are made by or on behavior of the prospective beneficiaries, their employers, or both. When a person becomes eligible for benefits, the monies are paid as a matter of right, regardless of how much wealth or unearned income (for example, from dividends and interest payments) the recipient has. (For Social Security taxes, a limit is imposed on earned income. Social Security is not based on low income, but is available to all contributors.)
Old Age, Survivors, and Disability Insurance–as mentioned earlier, is a form of social security, this program began as old-age insurance, providing benefits only to retired workers. Its coverage was extended to survivors of covered workers in 1939 and to the permanently disabled in 1956. Customarily called Social Security, it is not, as many people believe, a pension program that collects contributions from workers, invests them, and then returns them with interest to beneficiaries. Instead, the current workers’ pay taxes that directly goes toward providing benefits for retirees.
In 2002, an employee tax of 7% was levied on the first $84,900 of wages or salaries and placed into Social Security Trust Fund. An equal tax was levied upon employers. Nearly all employees and most of the self-employed (who pay 1.3 % tax) are now covered by Social Security. People earning less money pay a greater share of their income into the Social Security Fund, since wages or salaries are not taxed after they pass a specific threshold level. The Social Security tax therefore is considered a regressive tax because it captures larger proportions of incomes from lower and middle-income individuals than from high-wage earners.
Health is the normal condition. No one wants to hear about all of your medical problems, please keep that to yourself. No one cares, and it stresses them out. The United States of America should not have to spend more than $3,724.00 a year, per person, on health care, unless the person is seriously injured. Many people frequently go to the doctor and pretend to have mental problems to boost their medical bills so they can qualify for Supplemental Security Income. This program began under the Social Security Act as a categorical grant-in-aid program to help the needy aged or blind. Grants were financed jointly by the national and state governments from general revenues, but the states played a major role in determining standards of eligibility and benefit levels. In 1950, Congress extended Supplemental Security Income (SSI) coverage to needy people, who were permanently and totally disabled.
With the support of President Nixon, Congress reconfigured the grant programs into the Supplemental Security Income (SSI) program in 1974. Primary funding for SSI is provided by the national government, which prescribes uniform benefit levels throughout the nation. To be eligible, beneficiaries can own only a limited amount of possessions.
Supplemental Security Income (SSI) is a US federal program that can help give financial aid to those who have extreme mental conditions or are blind. Supplemental Security Income is not the same as receiving disability pay. Normally, one may be eligible for disability payments if one has worked for 12 months, prior to the disability occurring, and the disability is expected to last for a year, or result in death. SSI, on the other hand, does not require that a person ever work prior to receiving it. So in a way, many people who receive SSI are getting free money, but they need it because they are considered a danger to themselves and society.
Part of SSI funds are distributed to children with significant disabilities, like severe mental retardation, blindness, cancer or heart defects. Basically, these are people have mental problems that are so bad that they cannot work because there is a fear that they are ticking time bombs and may flash and hurt people. In fact, 83% of SSI recipients received payments because of disability or blindness.
People who receive SSI are usually paid on the first of the month. The average federally administered SSI payment was $439. Payments varied by age group, ranging from an average of $523 for recipients under 18 to $362 for those 65 or older. The maximum federal benefit rate in December 2005 was $579 for an individual, $869 for a couple, plus any applicable state supplementation. Children who receive payments do so based on their parents’ income level. The child or adult receiving the money must also be a US citizen and have a Social Security number.
Social Security provides more than just retirement benefits. About 53 million people received a payment from Social Security. Most (45.9 million) received Old Age Survivor and Disability Insurance (OASDI) benefits only, about 4.6 million received SSI only, and 2.5 million received payments from both programs. Having a disability does not mean a person is not healthy or that he or she cannot be healthy. Being healthy means the same thing for all of us—getting and staying well so we can lead full, active lives.
That means having the tools and information to make healthy choices and knowing how to prevent illness. SSI, SSDI and retirement are not the same. People who have worked, but are injured, while working receive SSDI, and they have a physical disability. People who receive SSI are typically blind or insane, may have never worked a day in their lives. And retirees are vintage people, who have paid their dues to society. Retired workers and their dependents account for 69% of total benefits paid. Disabled workers and their dependents account for 18% of total benefits paid. About 91% of workers age 21-64 in covered employment and their families have protection in the event of a long-term disability.
Many think that young people are strong because they are young, however, that may not be the case. Almost 25% of today’s 20 year-olds will become disabled before reaching age 67. This is very alarming, 69% of the private sector workforce has no long-term disability insurance. So they may need to look into finding an insurance company to insure them, so if they get hurt, they will have a policy, which pays them about the same amount of money they make on the job. However, the US Department of Veterans Affairs provides patient care and federal benefits to veterans and their dependents.
Many people think the disabled are undesirable. However, people with disabilities can be at higher risk for injuries and abuse. The Financial Consumer Agency of Canada (FCAC) reminds Canadians to be aware of the possible risks of disclosing their online banking and credit card information to anyone, including financial aggregation services.
It is important for parents and other family members to teach their loved one how to stay safe and what to do if they feel threatened or have been hurt in any way. Sharing financial information with employees can produce dramatic results. Many business owners considering an open-book approach fear that employees may distribute financial information to competitors, suppliers or customers, particularly in this age of social networking and online communication. When deciding whether or not to share data, assess the extent to which each piece of information could damage your business if placed in the wrong hands.
Consumers should be aware that if they disclose their online banking information to any other party, including financial aggregators, they may risk losing their protection against unauthorized transactions. Some financial institutions’ user agreements clearly state that users will be responsible for unauthorized transactions if they provide other parties, including financial aggregators, with their passwords and account information. Consumers are currently protected from fraudulent credit card and banking transactions should their accounts be compromised. However, by disclosing their user IDs and passwords to a financial aggregator, in some cases consumers may be going against their financial institutions’ user agreements and risk being held responsible for any losses that are a result of unauthorized transactions.
According to an Evansville Police Department report, 34-year-old Misty Caudill-Sartore told officers she had just received back pay from Social Security and wanted to take three friends — Tyesha Broomfield, age 22, Timmy Bland, age 19, and Antwane Broomfield, age 24, — to a movie. Misty Caudill-Sartore had been bragging to her friends, in the lobby, of her apartment building about how much money she was going to get from Social Security and that her pay day was on the first of each month and that her first check was going to be big! Misty Caudill-Sartore and her husband, William Riley, went to 509 Jeanette Benton Drive to meet the Broomfields and Timmy Bland. As Misty Caudill-Sartore and William Riley walked toward the door, Timmy Bland and Antwane Broomfield pushed them to the ground.
Misty Caudill-Sartore told police the men began pistol-whipping her and William Riley with two semi-automatic handguns. The two pointed the guns at the couple and demanded money, threatening to kill them if they did not comply, according to the report. Antwane Broomfield allegedly grabbed Misty Caudill-Sartore’s purse and pushed her and William Riley out the door and down the stairs. Misty Caudill-Sartore tried to called police, at which point Timmy Bland and Antwane Broomfield threatened her again.
Misty Caudill-Sartore frantically ran to a car, which William Riley was already in, and William Riley sped off. Misty Caudill-Sartore told police one of the men fired a shot at the vehicle. Misty Caudill-Sartore told police after she was beaten, she saw Tyesha Broomfield, Timmy Bland and another person leave in a black Chevrolet Blazer. Misty Caudill-Sartore said Antwane Broomfield left in a black Dodge Stratus. Nonetheless, Steve Green of the Police Department reported the suspects are still at large. People on SSI are not necessarily in their right frame of minds. Professional adults know you do not talk about finances or your pay day with anyone because they may try to rob you or set you up. However, some people on SSI have mental problems and should not live on their own. They have no filter and disclose all types of personal details to you, without being asked. They do not fear for their safety, so they will tell you their pay dates, where they are going, who they are with, their bathroom habits, and they always talk about the same things over and over. They are often loud, drug attics, liars, and not good people.
Here is another instance how people on Social Security are taken advantage of. A 44-year-old Columbus woman, Wytrenia Reynolds, was sentenced on 27 January 2015, to five years in federal prison, for forging Social Security checks. U.S. District Court Judge Clay D. Land sentenced Wytrenia Reynolds, on charges of theft of government property, aggravated identity theft, and possession of stolen United States treasury checks. She also was ordered to pay $39,000.00 in restitution. Wytrenia Reynolds was found guilty 25 September 2014, after a four-day jury trial.
Authorities said the evidence showed Wytrenia Reynolds, in September 2010, either cashed or tried to cash three stolen checks at Columbus’ Navy Federal Credit Union. Each check had been issued to an Atlanta resident. In October and November 2010, Wytrenia Reynolds cashed 13 stolen treasury checks, at a Columbus liquor store. Most of those checks were in the names of Atlanta residents, with two issued to Alabamians. In January 2011, agents found three stolen Social Security checks in a vehicle Wytrenia Reynolds leased, prosecutors said. The checks were payable to elderly residents of Thomaston and Ellenwood, Georgia. Investigators reported Wytrenia Reynolds had other government checks that were stolen from a post office in Atlanta. The checks she possessed, cashed, or tried to cash totaled about $515,000, they reported.
A person without sensibility exhibits no sign of a soul. Dorothea Helen Puente ( 9 January 1929 to 27 March 2011) was a convicted American serial killer. In the 1980s, Puente ran a boarding house in Sacramento, California, the home is located at 1426 F Street. Dorothea Puente’s motives for killing tenants were financial, with police estimates of her ill-gotten income totaling more than $13,000 per month. When the human-the physical–system is out under the effect of an excessive stimulant, whether grape, opium, or poison, taken in a quantity not sufficient to produce death, there is for a time, an unnatural exaltation, a tremendous accession of velocity in all the wheels of life.
The murders appear to have begun shortly after Dorothea Puente began renting out space, and cashed the Social Security checks of her elderly and mentally disabled boarders. Dorothea Puente continued to accept elderly tenants, and was popular with local social workers because she accepted “tough cases”, including drug addicts and abusive tenants. She collected tenants’ monthly mail before they saw it and paid them stipends, pocketing the rest for “expenses.”
Those who complained were killed and buried in her yard. On 11 November 1988, police inquired after the disappearance of tenant Alvaro Montoya, a developmentally disabled schizophrenic, whose social worker had reported him missing.
After noticing disturbed soil on the property, investigators uncovered the body of tenant Leona Carpenter, 78. Seven bodies were eventually found, and Dorothea Puente was charged with a total of nine murders, convicted of three and sentenced to two life sentences.
Many people believe that the F street murders were a form of population control and that Dorothea Puente was actually doing the community a service by getting rid of all the deviant, mentally ill trouble makers, who did nothing but fight, gossip, do drugs, drink, lie and upset others. Yet, nothing renders the soul so callous and insensible as the searing brands of infamy and disgrace.
On another note, how long is the city of Sacramento going to pretend that the news anchors and reporters are part of the problem with the dysfunction in this city. How long are you going to knowingly allow some to get robbed, beat, and their civil rights violated before you take action. This is, especially midtown looks very insane. Yet, everyone just keeps on going, while they act like they are not seeing all the unusual things in this city.
It almost seems as if this is not even real, like it is a play, and the media is trying to hide what is really going in, but the truth is bleeding through the seems, and if you guys do not know you are exposed, well, you are.
Like for example, everyone hears the guy, who has been jumping up and down on the floor, for three weeks, yet, they allow him to do it without saying a word, even though he is disturbing others.
How long are you going to ignore the fact that the black caucus is simply causing trouble and disturbing residences? How long are you going to pretend not to hear the threatening sounds of blackness coming from the gossip birds?
Are you going to keep ignoring the problems, in the city, and allow it to turn into a violent wasteland, as you use your disgusting dog stories and King’s arena to quail the noise?!
The role playing, acting, and pretending to be stupid is old. Wake up, we are all tired of the nonsense. You guys have the power to make the situation better, but choose to act like everything is perfect and keep distracting the public with this basketball team and sports arena. It is amazing, the only thing that makes the news in Sacramento, California, are dogs and the kids sports arena. This reminds us all of Ground Hog’s Day, and we are tired and ready to move on. You are just going to let this beautiful community be ruined by your fear and weakness?
All because you do not want to actually solve crime we all have to suffer? We pay taxes to just get used and abused and have no say?! Well, police are paid by tax payers, and in the private industry, if you are not doing your job, an employer can stop payment, effectively terminating your employment. I guess the leaders in Sacramento, California USA are just going to let things get so out of control that even the tax revenue is not enough to support the system and it comes falling down?
“Wake up, wake up, wake up, it’s the 1st of tha month. To get up, get up, get up, so cash your checks and get up. Wake up and I see that my sister is already dressed. She said, “I’m gonna run and go get my stamps, watch and make sure no one snatches my check!” That’s the mailman. Sort through the mail and put it up in-a me pocket. I gotta get paid.” -Bone Thugs in Harmony
