Not only is the property historic, but it is located in a great neighborhood, within feet of the state Capitol; it is for that reason that we must ask you to control the inhabitants at this property—many of them are living in fear of violence because there is a third party Special Interest Group called RAB, and they formed a team of members, for a political committee, with select tenants and the city council and they have dysfunctional monthly meetings where, nothing is accomplished, a lot of the tenants gossip and complain and nothing is done about the high levels of noise, assaults (some sexual), vandalism, trash, and pet noise and smells and the bugs that the dogs bring into the establishment. SRAB is simply perverting the building and making certain tenants feel like they have power over others.  This is not a nursing home or an orphanage, if you cannot

This is an independent living environment, but SRAB is turning the building into a elementary school like setting.  Adults are encouraged by SRAB to write fictitious and vindictive complaints about their neighbors to get them evicted, they are told to spy on their neighbors to see if they can find anything to report to get them in trouble. Many people are under the impression that this is a normal apartment complex, where one can rent a unit and have peace and privacy. However, after living here for a while, you will notice that many of the residents are out of control, and the things they do are risky and yet they are not removed from the building.

SRAB forms witch hunts and instructs tenants to draft complaints and take them to the office, instead of being an adult and addressing the situation with the offending individual.  The tenants have no right to privacy. In a regular apartment building, if tenants could not control themselves like adults, they would be evicted. There is none of this running to the office and telling on someone like a child, that is behavior of someone who is immature, and not capable of controlling their own house.  Many managers have left this job because they fear being harmed by the people who living in the building, the inhabitants are always upset and unhappy and looking for someone to fight with, there needs to be a security guard in the building, at all times to prevent any liability to the building’s owner.

SRAB seems to be a huge part of the problem in this building, at 1820 Capitol Avenue, and it is only getting worst. Your tenancy gives you rights and responsibilities. It is important to stick to the rules and do not break your tenancy agreement. Do not leave your home empty for long periods. In order to keep your tenancy, you must actually live in it and use the property as your main home. Tell your landlord if you are leaving your home for any length of time, for example because if you are going into hospital, serving a custodial sentence, or need to stay elsewhere temporarily to care for a partner or relative. If you do not keep your landlord informed, they might think you have abandoned the property.

It is also important to ensure that the rent is paid while you are away. Renting out your home, to let someone else live in your home, while you are away, means that your landlord can evict you; as a tenant, you are responsible for: looking after internal decorations, furniture and equipment. This does not include ‘fair wear and tear’ – if the carpet becomes a little thin, it is fair wear and tear, but if you burn a hole in it, you will probably have to pay for the damage. You can be evicted for not using unsafe appliances; you must report any repairs needed or other problems that you are aware of. Minor maintenance (such as checking smoke alarms are working, changing light bulbs, etc). You must take a bath on the regular biases, you should not stink.

If you cannot control you dogs and stop the barking, all animals will be evicted from the building. There should be nothing sitting on the ledge of your balcony. If a plant pot falls and hits someone in the head, they can sue you and you can be evicted for simply having plants on the ledge of your balcony, as it is a safety hazard. You must continue repairing or replacing anything you have broken or damaged — keep receipts for this, in case there is any dispute at the end of your tenancy. You also must remember to dispose of your rubbish properly, every day, sticking to the terms in your tenancy agreement regarding smoking, pets, parking, gardening etcetera.

It is as important heating the property adequately, particularly during winter to avoid frozen and burst pipes, and making sure it is kept well ventilated, to help avoid condensation and dampness. Your greatness wants to be justified by lowness. There is something in stooping to justification which the pride of innocence does not at all times willingly submit to. This has to change. There are too many people in the World, who do not want to live in an insane asylum, and that is what you people are making this environment into with all of your evil, stupidity, gossip and rumors. There is talk of a civil rights group being formed to sue SRAB, CBS13, NBC4, the city council of Sacramento, California, Mayor Kevin Johnson, Doris Matsui, D. Surrett, Gale Morgan, and anyone else involved in human rights violations.

After contacting the Council of Better Business Bureaus, it seems that the Sacramento Resident Advisory Board is nothing more than a group of people, and they have no federal power or control, and should be abolished before they are sued for damages, this organization also has not filed taxes, in years, and it is illegal to run a business out of a housing complex, without a permit. Be responsible for your household and visitors. As well as not breaking any of the terms of your tenancy agreement yourself, you are also responsible for the behaviour of everyone in your household and of anyone staying with or visiting you. You could be held responsible (and possibly evicted) if family members or visitors cause damage or are antisocial, so do not be afraid to take control.

Ask permission when it is needed. Most tenants have to ask permission from the landlord if they want to: make improvements to the property, sublet or take in a lodger, pass on the tenancy to someone else, run a business from the property. Therefore, check to see what your tenancy agreement says about these ideas you have. Depending on the type of tenancy you have, the landlord may have the right to refuse. It may also say that you need to ask permission for other things, such as keeping a pet, smoking or parking a caravan on the property.

The right of a man to maintenance at the nation’s table depends on the fact that he is a man, and not on the account of health and strength he may have. Sometimes, a court may order the landlord to take specific action to stop unlawful discrimination. You may be able to hire a private attorney to take legal action against a landlord who has discriminated against you. A landlord must allow a tenant with a disability to make reasonable modifications to the rental unit to the extent necessary to allow the tenant “full enjoyment of the premises.”  The tenant must pay for the modifications. As a tenant, you must take reasonable care of your rental unit and any common areas that you use. You must also repair all damage that you cause, or that is caused by anyone for whom you are responsible, such as your family, guests, or pets. You need to let people know what this is before you entrap them and they are stuck here, this is not a big house, not a hospital, and we are not family. This is an apartment for healthy, independent adults.
